Summary[]
Open on the Turtles smashing a group of Footbots. It turns out to be a recording of a past battle, which is being watched by Shredder, Bebop and Rocksteady who are inside the Technodrome. Bebop thinks it’s exciting stuff, but Shredder baps him on the head and yells that he isn’t meant to enjoy their last defeat by the Turtles. Shredder tells them that it’s time to hit them where it hurts and that’s their stomachs. Their favorite food is pizza and without it, their fighting ability would be zero. Bebop tries to grab the pizza that’s on the monitor and breaks the glass, making Shredder wonder why he’s surrounded by morons. Shredder calls for his Footbots and orders them to make the city a pizza-free zone. He’s going to starve the Turtles.
Soon, the Shredder and his gang enter the nearby Pizza World. At gunpoint they demand every pizza the crew can make. After cleaning them out, Shredder tells the proprietor not to make anymore or he’ll set Bebop and Rocksteady on them. As a demonstration, the mutant pair use machine guns to blast the shop windows. At the next pizza shop, Shredder uses a megaphone to order everyone out and then his goons destroy the building.
In the Turtle Lair, Leonardo has just returned from a trip above ground. Raphael wants to know where their pizzas are, since they ordered them three hours earlier. Leonardo gives them the bad news; he phoned Pizza World and learned that they’ve closed down. In fact, half the pizza joints in town have shut as well. Raphael says it sounds to him like Shredder’s been up to no good again and Leonardo agrees. The Turtles decide to hit the streets and exit the lair.
However, the Turtles might be too late. One by one, Shredder has destroyed pizza shops, as the Turtles soon discover. They quickly head to ‘Pizza Shop’, as it is still intact. The Turtles arrive in time to see Shredder’s Footbots stealing the pizza. Deciding to teach them a lesson, the Turtles attack and a stammering Bebop tells the Footbots to drop the pizzas so they can fight.
The battle does not last long as the Turtles quickly destroy the Footbots. Bebop runs away and Leonardo decides to set up 24-hour guard duty on ‘Pizza Shop’. When it nears midnight, Donatello starts to grow tired and Leonardo tells him he’s next in line for a break, as soon as Michaelangelo finishes. Inside the shop, Michaelangelo is finishing some pizza when a robotic dinosaur, piloted by Shredder, bursts through the shop wall. Shredder, Rocksteady and Bebop are at the controls of a trio of pizza-eating robots, who begin gobbling up the pizza.
Shredder says that in minutes, the whole city will be pizza-less. Leading the Turtles, Leonardo responds that they have something to say about that. Bebop tries to attack Donatello with his robot, but the Turtle leaps up and smashes the cockpit with his bō. With the controls destroyed, Bebop leaps out and Donatello is pleased with himself. However, the dino robot exits the building and smashes into the ‘Pizza Shop’ delivery van, much to Donatello’s dismay.
Leonardo and Raphael attack the robot piloted by Rocksteady, who quickly makes his exit as the pair destroy the machine. This leaves Shredder and his robot. Michaelangelo leaps up and kicks the robo-dinosaur’s head. Shredder says he has a better way of dealing with the Turtles than staying to fight and drops a bomb. Everyone flees the shop, and the bomb explodes, destroying the last pizza joint in the city.
Shredder begins to gloat, stating the Turtles won’t be able to fight him without any food. Leonardo tells the others that all is not lost, they still have they’re secret emergencies-only pizza store back at HQ. However, when they get home, Splinter tells them that Shredder and his thugs invaded and stole their entire pizza supply.
Despondent, the Turtles sprawl out around the living room and Raphael says it’s the end. Splinter realizes that the situation is serious, so he calls April O'Neil, who comes over to the lair. As soon as she sees the Turtles, she knows Splinter was not exaggerating. Fortunately, April has an idea to save the day.
The following morning, in the Technodrome, Shredder is delighted that they haven’t seen any sign of the Turtles. Rocksteady then calls his attention to April on the television and Shredder tells him to turn up the sound. April reports that lack of pizza has made the Turtles sick, which thrills Shredder. But then April says that the people of the city have decided to help them by making a mouthwatering, mega-sized, monster pizza. She adds that the super Turtle food will be laid out in the main park tonight.
Shredder immediately rages that they have to put a stop to this and orders his goons to get their guns. At midnight, Shredder and his gang enter the main city park. They spot the skyscraper-sized giant pizza. Rocksteady doesn’t understand why there are no guards and Shredder agrees that seems a little strange. He says they don’t have time to ponder it and instructs that the pizza-eating machines be brought forward.
Bebop goes up to the pizza and takes a bite, but quickly spits it out, saying it tastes like moldy gunge. Standing on the rails of the tower the pizza is leaning against, April informs them that moldy gunge is what the pizza is made from. Shredder realizes it’s a trap, but it’s too late as the giant fake pizza is dropped on him. The Turtles compliment April on her timing and attack.
Shredder orders the Footbots to sacrifice themselves and then calls for Rocksteady and Bebop to return with him to the Technodrome. In no time, the Turtles defeat all of the Footbots, but they are all pizzared-out. April tells them not to crash just yet, because she’s brought a surprise: two truckloads of pizza.
