The episode begins with a couple of H.A.V.O.C. mutants breaking into the aerospace plant, unaware that the Turtles lie in wait. A fight ensues and the defeated mutants retreat, leaving the Turtles confused about their motives.

Cut to H.A.V.O.C. HQ, where Titanus reveals that he has been able to locate his missing flux transformer (to a heavily guarded military base), which he needs to enable his mutants to master space and time travel. In order to retrieve the flux transformer, Titanus must build his Sky Platform. To do so Titanus must distract the Turtles long enough for his mutants to get all the parts needed to build it. In order to carry out his evil plans, Titanus breaks out a convict from prison and mutates him into Synapse, a mutant made up of pure energy.

• This episode takes place at the temporary Channel 6 News Station.
• This is the last appearance of Burne Thompson and Vernon Fenwick, though Burne has one line over the phone in Cyber-Turtles.
• The convict that Titanus mutates into Synapse is the same criminal that the turtles apprehended in Get Shredder!.
