France is a republic in western Europe on Earth. Its capital city is Paris.

The episodes Tower of Power[1] and Rust Never Sleeps[2], and parts of Turtles on the Orient Express from the 1987 TV series are set there.
In the ROTTMNT short "Race", Leonardo accidentally portal himself to the top side of the Eiffel Tower in Paris when he was going to April's Apartment for free pizza.
