A Foot helicopter appears at the end of the third stage of the 1989 TMNT NES and computer game. After the player's chosen Turtle has rescued Master Splinter from Mechaturtle, the helicopter flies by them and Splinter exclaims "Oh!" He then charges the Turtles with finding the Turtle Blimp and chasing after it.
It's never quite stated who or what is aboard the helicopter, or why it's important that the Turtles track it other than its affiliation with the Foot Clan.
