In the alternate continuity issue Teenage Mutant Ninja Turtles: Deviations, the Foot headquarters is the New York City based central compound of the Foot Clan.
Shredder's throne room is located on the top floor and his throne rests atop a dais at one end of the room. There are brick walls around the room and on at least one of those walls is a steel plate from which a large metal chain is attached. This is for holding prisoners that have been brought before the Shredder.
In this alternate version, all four Ninja Turtles were bewitched by Kitsune and Shredder into joining the Foot Clan. A plot hatched by Splinter and Old Hob allows the Turtles to capture Splinter and bring him before Shredder inside the Foot headquarters building. Before Shredder can dispose of Splinter, Old Hob and Slash blast through one of the walls to begin rescue operations.
The ending of the issue shows all of the characters other than the Turtles and Slash are lying dead and sprawled all around the throne room.
