The Foot Med-Techs are medical scientists employed by Karai in Mirage's volume 4 chapters. All of them seen have a strikingly similar appearance - bald men wearing templeless sunglasses and identical uniforms. If the only named member of the group (Hiroshi) is anything to go by, they may all be of Japanese descent.
When Leonardo's carapace was damaged by Three Moon Jaguar's macuahuitl, Hiroshi and another Med-Tech applied a special bio-epoxy to his shell to mend it. Hiroshi explained that over the decades of the Foot's encounters with the Turtles, they'd collected a bunch of skin flakes, shell chips, et cetera, and had been able to develop specific applications to use on the Turtles.
The Med-Techs also rushed over to Three Moon Jaguar during their suicide, with Hiroshi giving the prognosis of a self-inflicted coronary infarction.
