In Rise of the Teenage Mutant Ninja Turtles, Foot Lieutenant is one of the co-leaders of the Foot Clan, alongside Foot Brute.

Physical appearance[]

Foot Lieutenant is an altered human with yellow sclerae and sharp teeth, an orange footprint painted on his face with flames spawning from the toes, purple skin, and a lean figure. He wears dark grey pants, black wraps around his arms and calves, a red sash around his waist that drapes in the front of his body, a brown-red train, and a pair of brown-red crossing straps over his torso.

Personality[]

Foot Lieutenant is somewhat serious and is highly committed to reviving the Shredder.

History[]

Foot Lieutenant debuted in "Origami Tsunami". He and Foot Brute stole reams of paper throughout New York City to have the resources to create an Origami Ninja army. Their thievery was captured on security cameras and reported on a news network, leading the Turtles to try to impede their crimes. Foot Lieutenant and Foot Brute were suddenly approached by them, but the Turtles' lack of stealth allowed them to begin their escape before the Turtles could attack. Foot Lieutenant was chased by Donatello and Leonardo, but managed to reach the Foot Clan truck and drive away from the final store with Foot Brute. They were later lured into a faux paper store called Leo's Paper Hut created by the Turtles to give themselves the opportunity to stop them again. Foot Lieutenant and Foot Brute took their store of paper and left. However, Donnie had planted a tracer within the Leo's Paper Hut paper, allowing the Turtles to follow them to the boat they were hoarding their paper at. A fight between them and the Turtles ensued inside the boat, but once the sprinklers were activated by the fire of Mikey's mystic kusari-fundō, ruining their paper, Foot Lieutenant and Foot Brute fled.

Foot Lieutenant reappeared in "The Longest Fight". He and Foot Brute broke into Gilbert's Department Store after its active hours to steal an item from one of its jewelry stores. They soon became suspicious of another presence on the floor they were on and Foot Lieutenant ordered Foot Brute to investigate it. He uncovered nothing and the two eventually managed to obtain the ruby ring and its hand display, however, the Turtles confronted them and instigated a fight that had Foot Lieutenant and Foot Brute vying for possession of the item once the Turtles took it from them. While the Turtles were distracted, they grabbed the ring and its display and attempted to flee. Although the Turtles recognized their attempt to run and Leo managed to reclaim the ring, Foot Lieutenant and Foot Brute's mission was successful as they escaped the department store with their sole target, the ring's hand display, which was actually a gauntlet.

Foot Lieutenant and Foot Brute teleported inside the Museum of Art and Framing after its closing hours on another Kuroi Yōroi fragment retrieval mission in "Stuck on You". Taking advantage of the Turtles' indecision on which villains to pursue in their team-building ball, he and Foot Brute accessed the other Kuroi Yōroi gauntlet from a chest inside the museum. They were soon after approached by the Turtles and Foot Lieutenant fought them with Origami Ninja after Foot Brute was bested by them, but they were quickly defeated. However, once the Turtles reconstructed it, they crashed into Foot Lieutenant with it, causing him to force both himself and Foot Brute through their own portal and accidentally leave the gauntlet behind for Warren Stone to claim.

Foot Lieutenant and Foot Brute supervised Foot Recruit's final Foot Clan assessment in "Hot Soup: The Game" from across the street of Montes Auction House. They had her infiltrate Montes Auction House and steal any Lou Jitsu merchandise she could find inside and kill Mikey if she desired. He and Foot Brute came to Foot Recruit's aid once they realized that all of the Turtles were also at the auction house, believing her to be caught in an ambush. Foot Lieutenant declared Foot Recruit's assessment a failure due to her finding the wrong piece of Lou Jitsu merchandise and assured her she could retry at a later point in time before teleporting from the auction house with her.

Foot Lieutenant and Foot Brute completed a TV robbery on the streets of New York City in "The Evil League of Mutants". They later forcibly drew Baron Draxum through a portal of theirs while he was at a fish market and ladder factory. They proposed a union with him stating they both wished to destroy the Turtles due to their insistent meddling and that if he helped the Foot collect all of the scattered Kuroi Yōroi pieces, they would permit him to wear the armor to destroy humanity as he desired. Once Draxum expressed his interest, they drove away with him in their Foot Shack truck.

Foot Lieutenant and Foot Brute returned to the Foot Shack in "Shadow of Evil" to host a Foot meeting to reveal the Foot Shack's new spring pump sandal line as well as to disclose the Kuroi Yōroi fragment retrieval mission at a New York train station. After the meeting's conclusion, Foot Lieutenant ordered Foot Shack employee April O'Neil to return to her work shift and allowed the Foot's newest recruit Randall to join the mission. Foot Lieutenant and Foot Brute searched for the fragment throughout the station and once the Turtles arrived in their Turtle Tank to disrupt the mission, they had Randall combat them. Soon after Randall defeated them, Draxum arrived at the train station and Foot Lieutenant and Foot Brute, outraged by his excessive force, reprimanded him. However, Draxum had captured April who was undercover as a Foot Soldier and possessed his own armor shard he retrieved earlier that day. Foot Lieutenant and Foot Brute allowed Randall to attempt to execute April for her betrayal but soon realized that Randall was martial arts movie star Lou Jitsu and that he was actually allied with April and the Turtles. After Lou Jitsu and the Mad Dogs retreated in the middle of a fight between them and the Foot, Foot Lieutenant and Foot Brute recovered the train station shard they had lost and returned to the Foot Shack to add both shards to the Kuroi Yōroi.

Foot Lieutenant was alerted by Foot Recruit at the Foot Shack that she witnessed a rogue Origami Ninja, Franken-Foot, attacking New York City civilians in "Sparring Partner". He had her accompany him on his mission to reclaim him as a member of the Foot. They followed Franken-Foot to Joe's Bandanas and upon realizing that he had betrayed the Foot in his alliance with the Turtles, he commanded his Origami Ninja and Foot Recruit to try to kill him. He was unable to do so after Franken-Foot forced him far from Joe's Bandanas in a mystic attack.

Foot Lieutenant and Foot Brute conducted a Foot graduation ceremony for several Foot recruits in "How to Make Enemies and Bend People to Your Will". They then told Draxum that to advance his low rank in the Foot, he would need to do mundane errands for the clan and sent him with Foot Recruit to Coffee Légume for a coffee run. Upon their return, Foot Lieutenant and Foot Brute announced the Kuroi Yōroi shard retrieval mission taking place at a New York botanical garden. Upon arriving at the botanical garden later that night, Foot Lieutenant and Foot Brute searched for the shard. However, the garden's groundskeeper security was alerted by Draxum unbeknownst to Foot Lieutenant and Foot Brute, causing a battle between them and the Foot. The Turtles joined the fight as well as they were already at the garden by the time the Foot had arrived. Due to Draxum's mutation of groundskeeper Harold, Draxum and Foot Recruit were able to obtain the shard before Foot Lieutenant and Foot Brute, leading Draxum to restrain them using his mystic vines once they returned to the Foot Shack and promote himself to new Foot leader in accordance to the clan's laws.

In "Mystic Library", Foot Lieutenant and Foot Brute chose to sabotage the Turtles' plans at the Mystic Library after noticing them. They confronted Raphael and Leo on one of the Library's walkways, however, their fight had to be very quiet due to the threat of the Library's Hush-Bats. They tried to compel Raph and Leo to make a loud noise and consequently get seized by Hush-Bats, but ended up getting carried away by them instead with the exception of Leo. Foot Lieutenant and Foot Brute were moved into the Library's kiddie room where they were bound by Mikey's legion of Yōkai children.

Foot Lieutenant was depicted in "One Man's Junk" as Repo Mantis informed the Turtles of his prior business with him and Foot Brute in which he gave them a Kuroi Yōroi fragment at Repo Mantis Salvage.

Foot Lieutenant visited Bronx Park with Foot Brute in "Snow Day".

Foot Lieutenant traveled with the rest of the Foot in "Insane in the Mama Train" to the Grand Nexus Hotel and then to Big Mama's train station to transport the armor to its shrine where they were to revive the Shredder. Foot Lieutenant and Foot Brute then separated once on board and he was alerted remotely by Foot Brute of a trespasser on the train and assigned him to neutralize the threat. He later faced Mikey and Donnie in the train's gym car alongside Foot Recruit after they broke onto the train. Foot Lieutenant was eventually bound and forcibly placed in another car by Raph where he was quickly tossed from it by another passenger along with Foot Recruit.

Foot Lieutenant guarded the Kuroi Yōroi with Foot Brute and a horde of Origami Ninja at the shrine in "End Game". However, their defense was quickly broken by Splinter who had trespassed into the building with April. By the time Draxum had acquired Skully from Splinter and donned the Kuroi Yōroi, Foot Lieutenant and Foot Brute recovered from their injuries to see the Shredder's reawakening. However, they soon came to understand that the Shredder hadn't actually returned as Draxum remained fully intact and they eventually fled the crumbling shrine together through a portal. They teleported into the press box of a New York Baseball stadium to spectate Draxum's fight with the Turtles and contemplate what in the resurrection process had gone astray. He soon grew wise to April who had gone undercover again as a Foot Soldier in the press box with them, but Splinter was teleported into the press box by Mayhem and attacked the Foot before they could punish her. Foot Lieutenant and Foot Brute then moved onto the baseball field after Draxum was expelled from the Kuroi Yōroi to greet the Shredder in his resurrection.

Foot Lieutenant was attacked by the Shredder in "Many Unhappy Returns" much to his surprise along with Foot Brute and Foot Recruit. After he suddenly vanished, he and the Foot teleported to the Foot Shack to try to understand why the Shredder was acting uncharacteristically.

Foot Lieutenant accompanied Foot Brute to apple pick somewhere outside of New York City in "Battle Nexus: New York".

Foot Lieutenant, having returned to the Foot Shack with Foot Brute, allowed Foot Recruit to take charge of what the Foot should do concerning the Shredder's lack of agency and attempt to remove his mystic collar in "Finale Part 1: E-Turtle Sunshine of the Spotless Mind". He was flung from the platform of the Shredder’s throne from the sheer force of his full power returning to him.

In “Finale Part 2: Shreddy or Not”, Foot Lieutenant traveled with Foot Brute and Foot Recruit to Splinter and the Turtles’ lair to help the Shredder kill Hamato Karai who was taking refuge there. Foot Lieutenant fought Donnie upon arriving and later battled Splinter and Draxum in the Turtle Tank garage. He was eventually restrained alongside his fellow Foot by Draxum’s mystic vines.

Foot Lieutenant was relieved from his restraints in “Finale Part 3: Anatawa Hitorijanai” and he and Foot Brute informed the Shredder that his lack of Empyrean is the reason the essence absorption with Karai failed and together they traveled to Draxum’s laboratory after he decided to ally himself with the Foot. It became clear that Draxum’s cooperation was merely a ruse upon arrival at his laboratory and he tried to attack the Foot with a golem. The Shredder’s retaliation caused the laboratory ceiling to collapse and Foot Lieutenant was pinned beneath its fragments along with Foot Brute.

Foot Lieutenant was left beneath the rubble of Draxum’s laboratory by the Shredder and Foot Recruit in “Finale Part 4: Rise”.

Having survived the destruction of Draxum's laboratory in Rise of the Teenage Mutant Ninja Turtles: The Movie, Foot Lieutenant, Foot Brute, and the Foot Clan hired Warren and Hypno-Potamus to steal the Mystic Key to the prison dimension the Krang were trapped in so the Foot could worship them as they historically once did. Once the Foot possessed the Key, Foot Lieutenant teleported himself and the Foot back to their new hideout. Later at the hideout, Foot Lieutenant was confronted by Casey Jones II and managed to thwart his efforts to interrupt the portal-opening ceremony. After having freed Krang One, Krang Two, and Krang Three, Foot Lieutenant and the rest of the Foot were betrayed by them after they were made into Krang zombies against their will. Foot Lieutenant then accompanied Krang Two on her invasion of the Splinter and the Turtles' lair in search of the Key and sought to attack Splinter, Casey, and the Mad Dogs during their confrontation in Metro Tower, but they managed to evade the Foot due to Splinter's use of a smoke bomb. It is currently unknown if Foot Lieutenant and the rest of the Foot's zombie transformations were reversed once Splinter, Casey, and the Mad Dogs defeated the Krang, though it may be possible.

Biography[]

The Foot Clan is a group of evil ninjas bent on taking over New York City! Their leader, the Foot Lieutenant, sports a frightening flaming footprint on his head and brings Origami Ninjas to life with his strange mystic abilities.

Abilities[]

  • Ninjutsu: As one of the modern leaders of the Foot, Foot Lieutenant is versed in ninjutsu.
  • Flame head: The footprint on Foot Lieutenant's face produces a perpetual flame. The flame's size responds to Foot Lieutenant's emotions, flaring when he feels strong emotions such as shock or anger. It can be doused by water, but gusts of air do little to dampen the flame.
  • Origami constructs: Foot Lieutenant has the ability to mystically animate Origami Ninja he creates from paper. Their size is significantly magnified upon their creation, however, he can make miniature Origami Ninja as well as shown in "Mystic Library". Foot Lieutenant is capable of easily creating dozens Origami Ninja at once as shown in "Shadow of Evil" and "End Game".
  • Portal creation: Foot Lieutenant is capable of forming portals to teleport from location to location.

Friends and allies[]

  • Foot Brute: Foot Brute is Foot Lieutenant's co-leader of the Foot. However, Foot Lieutenant has the final word over Foot Brute and often directs him. He finds Foot Brute to be a bit dense at times and can find frustration in it. They share a fervent love for Lou Jitsu and regularly do activities together such as going to Bronx Park ("Snow Day"), apple picking ("Battle Nexus: New York"), and visiting the Mystic Library ("Mystic Library").
  • Cassandra Jones / Foot Recruit: Foot Recruit is one of Foot Lieutenant's students and a former Foot Clan member.
  • Jocelyn: Jocelyn is one of Foot Lieutenant's students and a fellow member of the Foot.
  • Repo Mantis: Foot Lieutenant obtained a Kuroi Yōroi piece from Repo at Repo Mantis Salvage in "One Man's Junk".
  • Oroku Saki / The Shredder: Most of what Foot Lieutenant does is in service to a long-lost Shredder he hopes to revive. In the end, the Shredder would repay that lifetime of service by ordering him to be abandoned beneath the collapsed roof of Draxum's laboratory and Foot Recruit was appointed to replace him.
  • Mezmer-Ron / Hypno-Potamus: Foot Lieutenant collaborated with Hypno in Rise of the TMNT: The Movie to steal the Krang's prison realm Key for the Foot.
  • Warren Stone: Foot Lieutenant collaborated with Warren Rise of the TMNT: The Movie to steal the Krang's prison dimension Key for the Foot.
  • The Krang: As the Foot historically worshipped the Krang, Foot Lieutenant sought to worship them once again in Rise of the TMNT: The Movie and serve them by freeing them from their prison dimension. However, after releasing them, Foot Lieutenant was transformed into a Krang zombie to mindlessly follow Krang command.

Enemies[]

  • The Mad Dogs: Foot Lieutenant is often challenged by the Mad Dogs in him and the Foot's efforts to revive the Shredder and finds them quite aggravating.
    • April O'Neil: April was Foot Lieutenant's employee at the Foot Shack, but after she went undercover as a Foot Soldier in "Shadow of Evil", she either resigned or was fired. He was touched by April's intrigue in his Foot Clan tasks in "Insane in the Mama Train".
  • Hamato Yoshi /Lou Jitsu / Splinter: Foot Lieutenant is a fan of Lou Jitsu and considers him to be "the best" as expressed in "Hot Soup: The Game". He follows his training videos as shown in "Sparring Partner". He is often mesmerized by Lou Jitsu's fighting style and was overjoyed when he realized he was in his presence in "Shadow of Evil". However, Foot Lieutenant's loyalty to his clan appears to supersede this.
  • Franken-Foot: After hearing about his rampage in "Sparring Partner", Foot Lieutenant originally wished to have Franken-Foot join the Foot, but decided to destroy him once he realized he had befriended the Turtles. Ultimately, Foot Lieutenant was defeated by him.
  • Harold / Stinkbomb: Foot Lieutenant lost a fight to Stinkbomb in "How to Make Enemies and Bend People to Your Will" due to his noxious spit.
  • Hush-Bats: Foot Lieutenant tried and failed to please the Hush-Bats with his noise level in "Mystic Library" and was swept away by them to the Library's kiddie room.
  • Baron Draxum: Foot Lieutenant partnered himself with Draxum to assemble the Kuroi Yōroi and awaken the Shredder in "The Evil League of Mutants", but he was just using Draxum, and he sacrificed most of Draxum's life force to the Kuroi Yōroi for the Shredder to return. He didn't respect Draxum during their time as allies and lost his position as Foot Clan leader to him in "How to Make Enemies and Bend People to Your Will".
  • Hamato Karai: Foot Lieutenant accompanied the Shredder in their assault on the lair which resulted in Karai's death. After she died, Foot Lieutenant tried to help the Shredder extract Hamato essence from Splinter instead.
  • Casey Jones II: Foot Lieutenant faced off with Casey in Rise of the TMNT: The Movie after he, Splinter, and the Mad Dogs arrived at the Foot's new hideout to stop them from releasing the Krang from their prison dimension. Foot Lieutenant was bested in combat by Casey, but still successfully carried out the ritual using its Key.
