Fong is a member of the Purple Dragons and an enemy of the Turtles.

History

Mirage

A member of Gorkos Gang, who ate his boss's tainted spice straight out of the can and was damaged by it's cumulative side effects. Degenerated well in nature and in appearance to a frog-like, drooling creature, he ekes out his existence in a large cage as Gorko's pet.

2012 series

Fong, a Chinese-American, is the leader of the Purple Dragons (unless Rahzar and/or Fishface is present), a gang of street thugs from New York. He sometimes fights with a butcher knife. He and his gang members Sid and Tsoi often work as errand boys for the The Shredder in those tasks in which the Foot Clan is not necessary.

Fong, like the other Dragons, has many tattoos on his body, which consist mainly of dragon designs. He also has a scar-like birthmark on his chest.

Never Say Xever

The Purple Dragons attack Mr. Murakami's Noodle Shop. The Ninja Turtles arrived and fended them off. Leonardo is about to deliver a final blow on Fong, but does not, due to an act of mercy. When the Ninja Turtles find the Purple Dragons's hideout at the abandoned Fortune Cookie factory, they end up fighting the Purple Dragons, Xever, and Chris Bradford where Xever fought Leonardo and Michelangelo. The Ninja Turtles retreated from Chris Bradford and Xever when the Foot Soldiers arrived.

Xever then attacks Fong holding him responsible for leading the Ninja Turtles into their hideout. After the Ninja Turtles subdued Chris Bradford, the Ninja Turtles meet up with Xever, the Foot Soldiers, and the Purple Dragons with a trade to get back Mr. Murakami. This results in a fight between the Ninja Turtles, the Foot Clan and the Purple Dragons leading up to the fight with Xever. When Chris Bradford and Xever double-team the Ninja Turtles and plan to dispose of them, Fong throws down one of Leonardo's swords to him as he cuts down the water tower to flush away the bad guys. Having paid his debt to Leo for sparing him, Fong flees into the night.

Panic in the Sewers

He and his gang are still allied with Shredder and aid him in his plan to destroy the Turtles.

Mousers Attack!

He causes trouble for them by stealing April's phone and taking it to Dogpound, again with the intention of harming the Turtles.

A Chinatown Ghost Story

Fong, along with the other Purple Dragons, stole the Mystic Dagger and released Ho Chan's ghost, who briefly gave him the power of lightning.
