T'Cleass, also known as the Bat-Thing, is a 17-year-old male mutant bat appearing in Caesar's Weasels, a tabletop role-playing game scenario published in Teenage Mutant Ninja Turtles & Other Strangeness, itself first published in 1985 by Palladium Books.
T'Cleass is a bloodthirsty killer with no regard for life, is of extremely low intelligence, completely illiterate, struggles to count numbers past 12, and lacks the necessary logical thought to know when killing will actually make it harder to get what he wants. T'Cleass recognizes no authority other than his own, but reluctantly works as Caesar's scout, which may be the only reason so far that Caesar does not simply kill him.
