Jervis Tetch is an enemy in The Batman's rogues gallery, who goes by the alias The Mad Hatter.

To Laugh so not to Cry[]
After defeating the Joker (DC Animated Universe) and Harley Quinn, Donatello relays some surprising news about a small beacon he found. He informs his brothers, April O'Neil, Bruce Wayne (DC Animated Universe) and his group that it's not Kraang in origin. Someone else tapped into the Kraang's frequency in order to create the portals. He asks if Batman knows of anyone who could pull that off. The final page reveals The Mad Hatter.
Through the Looking Glass[]
The issue tells the backstory on how Jervis Tetch created the receptor beacons and then attached them to select other Arkham Asylum inhabitants. He activated the portals which sent each of them to different locations in New York City and the beacons dropped off as soon as they stepped out of the portal. The beacons allowed him to point a mind control device through a portal on the Gotham City side and take over the minds of the people of New York City. Unfortunately for him, the Turtles and Batman's team track him down at the Gotham Tea Room and spoil his plans.
