The Evil Turtles are evil counterparts of the Hero Turtles, first appearing in the Turtles of Terror story of the Fleetway comics, published in January 1991.
They are criminals, and live on an alternate Earth. Shredder brings them to the Technodrome to defeat the good turtles. The Evil Turtles fail, and are eventually teleported away by Shredder.
