Evil Raphael is one of the Evil Turtles in the Evil Turtles issue of the Fleetway. He lives on an alternate Earth where its counterpart of the Hero Turtles are criminals.

When the Evil Turtles kidnap the good guy Raphael, Evil Raphael takes his place in the Hero Turtles' hideout.
