At the height of summer in New York, it is extremely hot, but beneath the city it’s even worse. The lair is sweltering and Donatello claims that he feels like he’s in a pressure cooker. Leonardo would give anything to have at least one window. Raffaello looks over at Splinter, who is reading a newspaper, seemingly unfazed by the heat. When his son asks if he’s not hot, Splinter says that he is, but he meditates to ignore it, which is an excellent exercise in concentration. Raffaello says that he prefers to go up and get some fresh air. He asks if the other Turtles are coming and Leonardo suggests they get ice cream.

Just as they are coming up from the tunnels, they spot a tornado, which surprises them. Raffaello grabs a sign post as he’s blown sideways and tells the others to get something solid if they don’t want to take off. The tornado moves away from them and Michelangelo says that it’s doing a lot of damage. Raffaello wonders how it could have been formed. April O'Neil pulls up next to them in the L'Unita' Mobile di Canale 6 and says that’s what she wants to find out. She tells them to hop aboard because they are going to hunt for tornadoes.

Driving towards a parking lot, April tells the Turtles that according to her information, the tornado started from there. Though there appears to only be two innocent looking trucks on location, Michelangelo says he just intercepted on the radio telephone a very interesting conversation. He puts the conversation on the speaker so they all hear Rocksteady ask Shredder what they do now. Shredder replies to get everything ready for a new vortex. Then he calls attention to April’s van and says that this time, she will regret having put her journalistic nose into his plans. Pressing a button on the control panel in one of the trucks, Shredder activates his vortex machine. The blast of air creates a tornado that lifts the Canale 6 van into the air. Though the Turtles and April now know who is creating the tornadoes, they also realize it will not be easy getting out of this mess. Raffaello thinks it will, if he can find the right frequency.

Soon, Bebop and Rocksteady, inside the second truck, receive a message from Shredder to report to his truck immediately. They both rush outside without seeing Raffaello hiding nearby. The pair of mutants call out that they are coming. Shredder wants to know who was looking for them? The two mutants react with surprise and Shredder growls that they got themselves fooled. Donatello calls Shredder and wants to know if he isn’t going to ask them what good wind is bringing them. Shredder curses as Donatello tells him that trouble blows for him. The Turtles activate the vortex machine in the second truck and aim it at Shredder’s. Shredder says he gets it now, they want a duel.

The vortex winds from the devices in the two trucks hit each other and create a tornado between them. Nearby, April films the scene with her mini-camera. Leonardo says that they are at a standstill because their tornado has exactly the same power as Shredder’s. He suggests spinning their rotors in reverse. When the two vortexes collide, the effect will be… explosive. Shredder’s truck is blown sky high, sending Shredder and his two mutants flying. When they land, Bebop signals to Shredder to follow him. As Shredder runs away, he shouts at the Turtles that he will settle his accounts with them at the Tecnodromo. With the case closed, Leonardo says it’s time to go home, but Raffaello tells him to hold on, because he has an idea to recycle the vortex machine.

Later, back in the lair, Raffaello enjoys a breeze and says it may not be a tornado, but it’s enough for his taste. Seated on the couch, Donatello is also basking in the breeze from the recycled vortex machine and tells Splinter that meditation is great, but a fan is better. When he asks if Splinter agrees, his father replies that as the ancient Japanese proverb says, “He who sows wind, reaps a nice cool breeze!”
