Drako is the "sinister lord of the dragons" and a member of the Pantheon.
History[]
After Rat Queen's brief observation of the Turtles, she realized that they could be a threat to their organization, especially if the Pantheon decided to move their operations to Earth. Drako felt that they wasted resources watching over the Turtles for months, but their leader, Old Hob insisted that after taking out powerful entities like Mr. Ogg and their repeated defeat of Krang was a sure sign that they could be very dangerous to the Pantheon.
Drako's idea was to charge in with a full-scale invasion of Earth, but Aka rebutted that invasions lead to destruction and waste, undermining their goal of profit, and that they didn't want war, to which Drako made clear that he would have been in favor of war.
Old Hob also rejected the idea of an invasion, as it would generate unwanted attention. He devises a plan to have the Troubladours pretend to invade, with the Pantheon "stopping" them in front of the Turtles to gain their trust. The Turtles are then whisked back to the Citadel where they are placed under brainwashing devices, but Michelangelo breaks free of his, with the Pantheon preparing to force his compliance physically. Enter the Pantheon, part 1
