Dr. Victor Oban Feral, also known as Doc Feral, is a recurring human corporate tycoon and mad scientist villain designed for the Teenage Mutant Ninja Turtles & Other Strangeness tabletop role playing game by Palladium Books.
The RPG encourages game masters to use him in any situations where mutant player characters risk public exposure in such a way that they attract his attention.

Feral is a tall slender balding elderly human man.
Personality[]
Feral is an extremely intelligent, polite and respectful in tone. He's a genuinely nice and benevolent person—to humans. He uses his great wealth and scientific prowess to benefit mankind.
Feral's villainy comes in his dismissive attitude towards the rights of animals, including sentient mutant animals, even those he himself has mutated and made intelligent. He is intensely interested in mutant animals, and will secretly imprison any he comes across in the underground laboratory beneath the Feral Mansion, and vivisect those that he suspects will further his scientific interest. Those he does not vivisect, he keeps alive because of their usefulness to him—Karl the mutant rabbit and Igor the mutant rat have been kept alive as slaves assisting him in his secret laboratory. Feral maintains a polite tone to all mutant animals, even though he does not respect their rights as individuals.
The only animal Feral treats with love and affection is his former pet Otto Rattus, a mutant rat he has extensively surgically modified to appear human, and who accompanies him in public as his chauffeur and bodyguard.
Feral is such a charming personality that he commands the utmost respect and reverence as a public figure in the human community. Even police are usually willing to bend the law for his convenience. This makes him all the more dangerous to mutant characters who try to evade him.
Feral never personally commits any crimes that can be traced to him. He leaves all the criminal activity to his servants.

- Feral, Karl, and Igor were originally illustrated by Kevin Eastman and Peter Laird for TMNT&OS, but appear only in Palladium Books canon and as Dark Horse Miniatures. They have no presence in the Mirage continuity itself.
- Dr. Victor Falco of the 2012 TV series bears some similarities to Dr. Victor Feral. Both are charming scientists who initially appear to be good people, but turn out to be mad scientist villains conducting secret unethical experiments. And like Feral's mutant gliran servants (two rats and one rabbit), Falco would later command mutant rats as his minions. However, unlike Falco, Feral respects other human beings and does not become the Rat King.
- In the 2012 TV series episode "Mutant Gangland", Don Vizioso mentions an unseen "Doc Farrell" while he has Donatello and Mondo Gecko captured. The names Feral and Farrell are pronounced very similarly, and in most of Canada and the western United States are pronounced the same, such that the writer later had to clarify online that the name was meant to be "Farrell" rather than "Feral" many viewers familiar with the Palladium RPG believed they had heard Vizioso say. But Doc Farrell as mentioned, like Doc Feral, is involved in the dissection/vivisection of mutant specimens.
