Synopsis[]

On a multi-colored, satellite shaped airship above New York City, Donatello faces off against Dr. Bro. Donatello tells the man that he may as well give up now because even though he’s a teenager, he’s spent years stopping the plans of megalomaniacs. Dr. Bro replies that he’s just a guy who wants to destroy Rockaway Beach and asks if that makes him a megalomaniac. Donatello says it does and fires a gun filled with immobilizing paste. The first load zips over Dr. Bro’s head and the man begins to taunt Donatello for missing, but then a second load of paste strikes the device he’s holding. The Turtle declares that this superspy stuff isn’t hard at all. Unfortunately, Dr. Bro has another trick up his sleeve, and it’s in his hat. He shoots a ray at Donatello, who is unable to dodge in time. It knocks Donatello off of the airship and as he falls, he wonders how he got himself into this mess.

Flashback to several hours earlier as Donatello is shopping at Somni Deli & Grocery. At the counter, Donatello is on his Turtlecom to assure Raphael that he has gotten the pizza-flavored cough drops. He tells Raphael to hold on a second and pays for the groceries, telling the clerk to keep the change. The clerk is not impressed with the seventeen cents and sarcastically tells him that now she can quit her job. After exiting the store, Donatello asks if his brothers need anything else before he heads home. He is interrupted when someone nearby says they have been looking for him. Donatello tells his brothers he’ll need to call them back.

The newcomer is Dirk Savage. He tells Donatello that he’s darn right he’ll call them back because right now, his country needs him. Then he asks where the other ninjas are hiding. Donatello tells him that they are a little under the weather. He wants to know why Dirk is there and how he found him. Dirk explains that he’s got a new gig with all kinds of experimental gadgets. He adds that he’s there because he needs help and who better to ask than the mutant who saved his life. Donatello says he’d love to help, but first… Dirk interrupts, telling his wrist communicator that Donatello's words are legally binding language and to activate the boomerang beam.

Just as Donatello begins to ask what a boomerang beam is, he is zapped into a secret headquarters located in Staten Island. Donatello follows Dirk, who begins explaining that after their previous encounter, he decided to stop freelancing and join an organization dedicated to protecting the world. His is now a member of D.U.D.E. Donatello thinks he’s kidding because even Michelangelo wouldn’t go that far. Dirk assures him that he never kids about the Daring Undercover Department of Espionage. They keep the world safe from the Global Institute of Violence and Evil, and they take that responsibility seriously. Donatello can’t believe their enemies are called G.I.V.E., but Dirk says they’re no joke and they are why he needs the Turtles’ help.

Standing before a huge monitor, Dirk says they’ve learned that G.I.V.E. is planning an all-out assault tonight on North America. The monitor shows a map of the world with several red dots indicating Victoria, Mexico City, Minneapolis, Baltimore, and San Diego. Donatello says it’s a weird choice of targets and why not more major capitals? Dirk tells him to hold his questions until the end of the tour. Dirk says those are locations of vital D.U.D.E. assets. They can fend off the assault, but protecting these sites will leave them stretched thin, which was the plan all along.

A picture of a man with long blonde hair appears on the monitor. Dirk says he is Dr. Bro, an inventor, surfer and one of G.I.V.E.’s top evil geniuses. D.U.D.E. has learned that Dr. Bro has a grudge against New York and is using the other attacks to divert their attention away from his destructive plans for the Big Apple. Donatello calls the plan insidious, and Dirk says that’s why they need his help. As a resourceful ninja, Donatello can sneak into Dr. Bro’s Brooklyn lab and nip this in the bud. Donatello asks why they don’t call the police or marines or something, since they could use their teleporter to make up for lost time. Dirk says the boomerang beam is only good for returning D.U.D.E. agents to HQ. The police and military don’t have the experience to deal with madmen, but Donatello does. Donatello agrees to take a look and asks for a lift to Brooklyn. Dirk tells him he can do better than a simple lift.

Soon, Donatello, who is decked out in a suit and tie, zips through the air with a jetpack strapped to his shell. With all of the stuff Dirk lent him, Donatello is feeling like a real spy. It only takes him a few minutes to reach Dr. Bro’s hideout. Using a special pair of binoculars, he peers through the wall and sees four mutants, engaged in a card game, seated at a table. Figuring these guards won’t be a problem to deal with, Donatello lands and enters the building. He perches atop a stack of crates to watch the mutants, who all seem to think they are playing different card games.

Suddenly, Donatello crashes into their table, sending money flying. He stands quickly and says he’s not used to sneaking around rafters in dress shoes. Grunt shouts that it’s a Turtle and to get him. The mutant guards try to hit him, but he avoids their strikes. Though he could easily dodge them all day, Donatello says he hasn’t the time to play because he needs to stop their boss. He uses his paste gun to immobilize the group and then moves deeper into the building. A sound sends him running and he arrives just as Dr. Bro’s airship is lifting off. Dr. Bro, standing atop the ship, says that D.U.D.E. is too late. Donatello leaps and grabs onto the ship as it flies out of the building. He tells Dr. Bro that he is there to stop him.

This takes us back to the present, where Donatello is falling and wishing he’d kept the jetpack. His fall is abruptly stopped when Michelangelo reaches out to grab his hands. Donatello looks up to see that his brothers have brought the Turtle Blimp. As he and Michelangelo use a rope to climb up to the blimp, Donatello asks how they all knew he was in trouble. Michelangelo says that he left his Turtlecom on this whole time and they heard everything. Raphael says they knew he'd need them, so they rushed to help, even though he left their cough drops somewhere on Staten Island.

Leonardo says they’ll live since it was only a 24-hour Turtle flu. He then fires a grappling hook from the blimp into the side of Dro. Bro’s airship. Grabbing on to the attached rope, the Turtles all slide down to the airship. Dr. Bro presses a button on his hat and brags that he can zap them with a blast of concussive energy. The beam is aimed at Leonardo, but he has a sudden coughing fit and the beam passes over his head. He complains that he wishes he had some cough drops, but Michelangelo says the cough helped him dodge. Spinning his Turtle Line, Michelangelo says that once he wraps the bad guy up, he won’t be able to blast them again. Unfortunately, just as he releases the line, he sneezes, which throws off him aim. Fortunately, the line hits the hat, knocking it off Dr. Bro’s head. The concussive beam goes off and strikes one of the turbines, totally destroying it.

As Raphael leaps on Dr. Bro’s back, the man shouts that they wrecked his ship and they are all going to die. Raphael says he doesn’t know about that because their blimp is fine. Leonardo tells his brother to just grab the bad guy so they can’t get out of there. He then asks if Donatello can stop the airship from crashing. Donatello has Dr. Bro’s controller, which is partially covered in paste, and says no, but he thinks he can guide it into the bay.

The other Turtles, with Dr. Bro in tow, climb back up to the blimp and Leonardo cuts the line to separate the two airships. Still on top of the falling airship, Donatello figures that the other turbine has the power to send it into the water, but then discovers that the controller button isn’t working. Michelangelo points out that it’s still headed for land. Donatello tosses away the remote and decides to deal with the problem the old-fashioned way by giving the turbine a hard kick. This gets it working, but finding that the angle is wrong, Donatello kicks it again. It works and the aircraft plummets into the water. Leonardo is worried about Donatello and asks if anyone sees him. Raphael spots him when Donatello lifts his hand in a thumbs up.

Later, Dirk communicates with Donatello on the Turtlecom and tells him that D.U.D.E. has recovered the weapons from the bay and Dr. Bro is in custody. Dirk then offers to make this official and offers Donatello a full-time gig. Lying on the couch in the lair, an ice pack on his head and a blanket up to his chest, Donatello replies that he prefers working with his own team. He starts to add that if they ever need help again, but interrupts himself to sneeze. Splinter tells him to end the call and focus on his recovery, because he’s running a temperature of 103. Raphael says that he bets Donatello wishes he had some pizza-flavored cough drops now that it’s his turn to have a cold. Breaking the fourth wall, Raphael looks out at the reader and says not to groan at him, because Donatello was the one that forgot the cough drops.
