Below the city, in the Turtle Lair, the Turtles are chowing down on ‘Mega Pizza for Mega Heroes’. They’ve had one whole pizza each day for the past three months and Raphael asks Michaelangelo if he ever gets fed up. Michaelangelo says he has, but there is no way Master Splinter will let them have two each. Sitting back in his chair, Michaelangelo pats his stomach and Splinter asks if he’s had his fill. There is a rumbling sound and Michaelangelo excuses his stomach to his family. The entire lair starts to shake, and Donatello says it’s not his stomach, it’s the whole sewer system.

April O'Neil races into the lair and tells the guys that there is trouble. The vibrations they are feeling are coming from a drill on the surface. Sections of the ceiling start to fall on their heads as April explains that a construction crew has started work. April holds up poster from a construction company which says that trespassers will be fed stale pizza. She tells the guys that they are planning to knock down the complete sewer system. After delivering the news, she tells them that she’s going downtown to interview the company boss to learn if it’s all legal. Splinter urges her to hurry because it won’t be long before they no longer have a home.

On the surface, April finds that there are only two guys manning the construction equipment, but they are doing a lot of damage. She decides that she has to put a stop to it and goes downtown to the executive offices of Thump Construction and talks her way inside. When she’s upstairs, April begins recording with her mini-camera and approaches the Thump Construction President at his desk. When she introduces herself as April O’Neil from Channel 6, he repeats what she’s said, word-for-word.

April believes the man has been hypnotized and decides to take a look around. The man trails along behind her. April soon finds a man standing at a large picture window, looking out over the city. She approaches to ask questions and the man turns, revealing himself to be Shredder. He knocks the camera from her hands and says he knew she’d poke her nose into his business. Shredder orders the company president to grab her and tie her up. He then demands that April tell him where exactly the Turtles are in the sewers and threatens to throw her off the building if she doesn’t.

In the lair, Splinter senses that April is in grave danger and tells his sons that they must act at once. After donning their disguises, the mutant family trudges through the sewers, dodging falling debris. Splinter says they must seek out an end to the vibrations that threaten their abode. When they are topside, they discover that the two guys operating the machinery are actually Bebop and Rocksteady, both driving huge bulldozers. The pair of miscreants are delighted to see the Turtles and prepare to smash them with the machines. Splinter tells his sons to deal with them while he goes to rescue April.

Splinter locates April at Thump Construction, where she is tied and gagged. As he approaches to free her, Shredder leaps from hiding. Splinter removes the cloak he’s wearing and tells Saki that he is still the student and a fool to take him on alone. Shredder laughs and reveals that he’s not alone as he reveals they are surrounded by Stone Warriors.

Back at the construction site, the Turtles are dodging the bulldozers. Michelangelo says they have to get to Master Splinter. Leonardo tells his brothers to follow him because he’s got a plan, which turns out to be standing between the approaching machines driven by their enemies. The other Turtles are not impressed with this plan, but Leo urges them to trust him.

Meanwhile, Shredder and his Stone Warriors have managed to capture Splinter and have him completely trussed up. Shredder then reports to Krang, who is in the Technodrome in Dimension X. He tells Krang that the Turtles are finished. Krang says that he’ll open a portal from Dimension X and begin the invasion of New York. First, however, he wants to see the destroyed Turtles – that is if there’s anything left of them. Shredder uses his viewing monitor to see what Bebop and Rocksteady have done with the Turtles, but discovers that the two bulldozers have smashed into each other and the mutant operators are unconscious on top of them.

Suddenly, the picture window shatters as the Turtles swing in from above. Shredder orders the Stone Warriors to deal with them. The two groups start to battle, with the Turtles using their maneuverability and hand-to-hand techniques to deal with the warriors. Raphael uses his sai to cut the ropes holding Splinter and his father tells him to keep fighting the Stone Warriors while he frees April. The Turtles continue taking out the Stone Warriors and an errant blow strikes the company president, who comes back to his senses. Krang calls Shredder a fool and says he’s let him down again, even though Shredder tries to blame Bebop and Rocksteady. Krang announces that he’s ordering his Stone Warriors to retreat because they are outnumbered – there’s four Turtles and only sixteen Stone Warriors.

Splinter, April and the Turtles see the Stone Warriors retreating and turn to confront Shredder, who is standing near the emergency exit door. Before they can deal with him, the door gives way and Shredder falls from the 35th floor into the Hudson River below. April jokes that Shredder’s been heading for a fall for a long time and Mikey add that Shredder’s found a way to make a big splash in New York.
