Cyber Foot Soldiers appear in the indoor scenes of Teenage Mutant Ninja Turtles III: Radical Rescue. They are a great deal more powerful than standard Foot Soldiers and have the option of carrying rocket launchers.
The character illustration in the manual for the Japanese version of the game shows a design that is decidedly inspired by the pre-"mutation" form of the Mutatin' Foot Soldier action figure.
