When free ice cream given away by the Creamy Cones company begins coming to life all over the city, reporter April O'Neil calls out for help. The Turtles have learned for themselves that this living ice cream is dangerous, as the four cones that Michaelangelo picked up as a treat combine into one large Ice Cream Creature. The Turtles turn it into a gooey mess and then drive out in their Turtle Van to pick up April and investigate.
April tells them that all the cones were handed out by Creamy Cones vans. Don hacks into the police computer and finds the address of their factory. When they reach the factory, the Turtles slip into their disguises and enter the building with April. They are met by Uncle Creamy, the owner of Creamy Cones. He asks how he can help them and the Turtles explain about the monster menace. Unfortunately, after stating he would have no part in such evil, Uncle Creamy shows them out of the factory. He says he can’t help and shakes April’s hand as he says goodbye. After he goes back inside, April tells the Turtles that Uncle Creamy slipped a key into her hand. Leo deduces that the man wants their help and wonders what the key fits.
They soon discover that the key fits the back door of the factory. When they enter the factory and follow strange noises, they see Uncle Creamy being menaced by none other than Shredder. He has kidnapped Uncle Creamy's granddaughter in order to force Uncle Creamy into aiding him in making ice cream brought to life by a substance called Lifeogen. The Turtles free the granddaughter and defeat a giant Ice Cream Creature. Shredder beats a hasty retreat and Uncle Creamy thanks the Turtles for saving them and the citizens of New York.
