The Council of Eight were mentioned in Eastman and Laird's pitch materials to Playmates Toys, as well as Teenage Mutant Ninja Turtles & Other Strangeness, as the leaders of the Foot Clan, with The Faceless One as the chief among them. They are not referred to in any other part of the franchise, although a Council of Five is said to rule the Foot Clan in Image continuity.
