In the various Teenage Mutant Ninja Turtles & Other Strangeness scenarios associated with Victor Feral and BIO-Spawn, control collars are technological devices invented by Feral and surgically implanted into mutants in Feral's custody. Unlike a mind control collar, Feral's control collars do not actually override the will of their wearers. Instead, Feral can remotely activate a technology within the collars to inflict excruciating pain or even death on a disobedient mutant, thus coercing them into compliance.
Feral's laboratory assistant Karl wears a control collar to secure his absolute obedience to Feral, but he is a slave who hates Feral and would absolutely try to escape if not for the collar.
Feral's specimen keeper Igor also wears a control collar, but he secretly deactivated it. Igor enjoys his work, so he still wears his collar which, as far as Feral knows, still functions. Igor also has psychic powers of hypnotic suggestion to safely dissuade others from finding out his secret.
Feral's trusted personal assistant and bodyguard, Otto Rattus, is the only mutant in Feral's service who does not wear a collar.
