"City Under Siege" is the 154th episode of the animated series Teenage Mutant Ninja Turtles (2003), and the eleventh episode of TMNT: Back to the Sewer, which originally aired on November 29, 2008.

Synopsis[]

The Cyber Shredder has decided to wreak havoc on the city by taking over the New York City central mainframe and taking control of all the city's electronics.

The episode starts with a shot of New York City, where we see Hun and the Purple Dragons creeping through a set of alleyways. Hun seems to sense that something else is there, but it turns out to just be a cat hiding in a trashcan. Cyber Shredder then begins to pick off the Dragons one by one, until it is only Hun left. Hun attacks Cyber Shredder but is easily incapacitated.

In the lair, Donatello explains to April the process in which they will be retrieving Splinter's data bits. April expresses her excitement towards travelling into Cyberspace, much to Donatello's hesitance. However, once April explains that Splinter has been like a father to her as well, Donatello agrees. April begins to upload her body into cyberspace, followed by Donny. After they arrive safely, April is wowed by the beauty of the virtual world, and Donnie gives her an overview of cyberspace. They then hop onto Don's cycle, and speed off in a search for more of Splinter's lost data.

Meanwhile, Casey Jones and Raphael are jumping between rooftops on their evening patrol. Raph comments on a fallen and injured Purple Dragon, and the two jump down to take a closer look. They find the rest of the Purple Dragons, including Hun, lying around in the alley. Casey ponders who could be responsible for taking down Hun, before the two realize it could only be Cyber Shredder.

We then see Cyber Shredder and the Cyber Foot taking down a security guard at the New York City Central Mainframe. Cyber Shredder explains that spending time in the cyber realm has revealed that New York is now largely dependent on technology, meaning that hacking into the mainframe will allow him full control over the city. He uses a custom jack to connect to the mainframe, which quickly causes power outages and technological glitches city-wide. The malfunctioning traffic lights cause several car crashes and block the city streets.

Before Cyber Shredder takes control of the city's technology, Leonardo and Michelangelo are training on a rooftop. Leonardo scolds Mikey, telling him to focus, and that he needs to be thinking several moves ahead. Mikey disagrees, saying that he can't think that far ahead, and in battle he simply improvises. Their conversation is interrupted by the sound of a woman's shriek, and a crash. They rush off to be of aid, and find that all the technology in the city is malfunctioning. A group of people run screaming out of the subway, and Leo tells Mikey to follow as they go to inspect the problem. Down in the subway, Leo and Mikey find that a subway train is out of control, unable to brake. They jump to action, climbing on top of the train in an attempt to activate the emergency brake. Mikey pries the subway doors open and slips inside, to which the people become even more terrified. Meanwhile, Leo begins slashing at the rail connector with his sword, before realizing that right up ahead is another subway car they are going to crash into. He frantically breaks off the rail connector, before shouting at Mikey to hit the emergency brake. Mikey successfully brakes the train, and the crisis is averted. However, the two notice that the subway's screens have been taken over by the Foot Clan logo.

In cyberspace, April and Don are racing through the virtual roads. However, Cyber Shredder has begun to successfully infect the New York City Mainframe, and April points out the virus to Don. Don decides that they need to return to the lair, or else all of Splinter's data will be in danger. As they return to the lair through the Cyber Portal, Leo, Mikey, Raph and Casey are all returning from outside. Don explains that the problems are being caused by Cyber Shredder taking over the city's mainframe. April comments that everything that makes civilized life possible is being corrupted. It then cuts to the city being destroyed. Cars are crashed and stuck in the roads, stores are being looted, buildings are catching on fire, telephones are down, and all screens are being taken over by the symbol of the Foot Clan. Mikey asks why the screens in the lair aren't being affected, and Don explains that they're on a private network separate from the city's. Don tells the group that the hack is originating from the outside, at the city's mainframe, and that they need to disrupt the mainframe for long enough to upload a worm killer in order to get the mainframe back online. Leo, Don, Mikey and April climb into the Turtle Hauler, while Raph and Casey jump on their motorcycles, before the group speeds towards the New York City Central Mainframe.

At the mainframe, Cyber Shredder is watching the Turtles, April and Casey approach. He causes a fire hydrant to burst, blasting water through the windows of the Turtle Hauler. Then, all of the fire hydrants around them begin to attack, shooting bursts of water at the team. One blast knocks Casey off his bike, falling into Raphael. The water pipes under the city then burst, acting like geysers through the pavement, which flips the Turtle Hauler. The group jumps back into the sewers, continuing on foot. However, Cyber Shredder opens all the pipes, beginning to flood the sewers. Leo tells the group to dive, and they quickly find a way back out of the sewers. The manhole opening lets them out in front of the Central Mainframe Building, and they sneak inside. In front of the central terminal, Khan and the Cyber Foot block their path. Leo orders Khan to release the city, but Cyber Shredder enters, stating that the city is not Khan's to release. The Turtles are surprised to see that Cyber Shredder escaped cyberspace, before the Cyber Foot attack. Don and April sneak off during the fight, while Raphael knocks a load of boxes on top of Khan.

Don places a disruptor on the mainframe, which temporarily stuns Cyber Shredder and allows April to jack in with the worm killer to remove his control. The Turtles and Casey attack Cyber Shredder to allow April more time and follow him into the backup power station. Cyber Shredder knocks Casey almost off the platform, down into the electrical hubs below, and easily knocks out Leo, Raph and Don, leaving only Mikey to fend for himself. Meanwhile, April frees the city mainframe with the worm killer, successfully putting all the technology back online. Mikey gets an idea, and leaps around the platforms, causing Cyber Shredder to cut through the poles holding his platform up. He falls into the pit below, landing on an electrical hub, which electrocutes him, and then explodes, leaving his robotic body lying on the power station floor. Leo congratulates Mikey, and the group celebrate defeating Cyber Shredder, before police sirens blare outside, and they escape into the shadows.

After they leave, a stray power cord shocks Cyber Shredder back to life, and he weakly uploads himself back into cyberspace.
