Charles "Chuck" Pennington is a character based off the character of the same name form the 1990 film.

Charles Pennington first appeared in issue 59 of Tales of the TMNT, vol. 2, "Exposé". In the Mirage universe, Pennington is the boss of journalist Lauren Stanton, who is investigating the mysterious prison release of notorious criminal Hunter Mason. As relayed by writer Tristan Huw Jones, the character's name was merely a placeholder, and he had meant for the character's name to be Addison, but it was accidentally left in the issue when it went to print.
