The Central Intelligence Agency (or "C.I.A.") is an American government agency tasked with gathering international intelligence for the purpose of national security.
Wayne Bishop was a high-ranking C.I.A. agent when he was called to investigate an incident in Roswell, New Mexico, which was an Utrom spacecraft crash. He had the ship and its pilot transferred to the United States Air Force base known as "Area 51" in Nevada, then released conflicting information on the incident to cover the government's tracks.
Bishop would later use this incident as well as his clout as an agent to found the Earth Protection Force.
