Synopsis[]
Razzmatazz watches a report on his phone that claims that two incredibly destructive tornadoes hit downtown Houston, Texas. Razz realizes that it's a cover-up and it's really the work of Bebop and Rocksteady. He prepares to leave the house and is ridiculed by his family for his usual activities, but is met by the E.P.F. as soon as he walks out the door.
Meanwhile at E.P.F. H.Q. in Washington, D.C., T.J. Shevlin debriefs Agent Bishop about the Time Lord tech they recovered in Houston, but reasons that the Time Lords make a point to clean up their messes, so they could come and clear out everything they took at any time. As he talks to Bishop, Ravenwood approaches. Bishop dismisses Shevlin, then turns to Ravenwood and berates her inability to capture Bebop and Rocksteady, as well as her status as a "freak" and her sympathy. Ravenwood shoots back that at least she can face the truth about what she is, unlike Bishop. Bishop angrily dismisses her and she mentions how she and his father were colleagues and even friends, and that he would be ashamed to see what he's done to the E.P.F.
Bebop, Rocksteady, and Anchovy continue to try to return to New York City, but are massively lost. They move from the Himalayan Mountains in Tibet, to the Everglades in Florida, then dive into the Atlantic Ocean above the Puerto Rico Trench (with Bebop assuming they could take a shortcut by going through "the middle" of the world), only to end up back in Rio de Janeiro. They later go shooting whales in the Pacific Ocean, before destroying a gas station in Wyoming.
Back at E.P.F. H.Q., Ravenwood interrogates Xiang Fei Tong, who refuses to say anything but laughs hysterically when showing her a photo of Bebop and Rocksteady as humans and asks who they are. She then presses Razzamatazz for answers, telling him that his friends are in danger and convinces him that it's aliens that are the culprit. Razz spills the beans and Ravenwood tells Agent Browder that she thinks that not only are Bebop and Rocksteady lost, but she is still convinced they're just infantile animal-born mutants who haven't achieved full human intelligence.
Shevlin suddenly calls Ravenwood and has her come to the lab known as "The Scrapyard", where the Time Lord tech is being stored. She dismisses his fanboying over her work and statuys in the Olympic Augment Experiment and has him get right down to business. Shevlin says that they got the communications system working in one of the ships they recovered, and she sits down at the console in an effort to communicate with Bebop and Rocksteady.
Ravenwood tries to reach out to the duo, but they mock her and she gets angry. She has Browder load up some tech that will disable their ship, and an agent comes by with the research she had pulled on the two men in the photo that she had shown Xiang. Ravenwood sees two extensive criminal records for a Genealdo and Maxence and that their known aliases are "Bebop" and "Rocksteady". She realizes that she has been utterly naïve in thinking that they were j ust a couple of mutated animals.
Ravenwood and many other agents board a fleet of helicopters and head off to cut Bebop and Rocksteady off in New Jersey. One of the E.P.F. vehicles fires a taser-like object at the mutants' vessel and disables it, and the two mutants are faced with robots, which they fire on. One of the robots launches a pair of restraining devices, which incapacitate them. Ravenwood approaches and reveals that she knows their real names and tells them they've reached a dead end.
Bishop congratulates Shevlin for his adjustments to the restraining devices.
