Baxter Stockman is a character appearing in the Teenage Mutant Hero Turtles (comic strip). This version of Stockman is very similar to the one in the 1987 TV series, however, this character does not get turned into a fly.

After Shredder kidnaps Splinter from the lair, the Turtles turn to April O'Neil for assistance. She goes on the air at Channel 6 and broadcasts a newsflash about a kidnapping. She appeals to the public to contact Channel 6 and very soon after, a call comes in. Unknown to her, the caller is Baxter Stockman, who directs her to an empty warehouse where he claims to have seen the hovercraft go. A new crime boss in town uses the Lizard Gang to battle the Turtles. The gang begins a crime wave to draw out the Turtles, and during a fight, Michaelangelo is knocked out cold. The Turtles carry him back to the lair, worried because he seems to be in a coma. Seeing that the gang had a minor victory over the Turtles, Shredder communicates with Krang. Shredder expresses his concern that someone else will successfully defeat the green teens. Krang advises him to speak to Baxter Stockman and get him to invent something. Shredder asks Stockman for something that will put the Turtles at a disadvantage. Stockman tells him he has the very thing, a potion he calls EX 42. He explains that the potion shrinks people, which greatly pleases Shredder.
After they've been shrunk, the Turtles find April to ask for help. She immediately realizes that the stuff Shredder dumped in the sewers must have been created by Baxter Stockman and decides that they will pay him a visit. Holding a pizza box with the Turtles inside, April bursts into Stockman's lab and accuses him of inventing the mixture that shrunk her friends. He tries to deny it, but April goes after him with a cane. Forced to admit he created the mixture, Stockman also tells April that EX 42 only lasts two hours and will wear off automatically.
