Inside the Turtle Van, the Turtles race across town to the biggest VIP party of the year. Dressed in gray suits, ties and dark sunglasses, the Turtles are thrilled to have gotten an invite to the new Mayor’s signing-in party, thanks to April O'Neil. Raphael is ready with his autograph book because there will be lots of famous people in attendance. He encourages Michaelangelo to be prepared for autograph hunting and Mike says there’s no way he’s signing more than two hundred.

They pull through the gates of a large estate and up to the Mayor’s mansion. The Turtles exit the van and are met out front by April. She has their invitation and drops it on the butler’s silver platter before they all enter the ballroom. The Turtles are astounded by the décor, the tables of food and the people all dressed in their best clothes. Going first to the food tables, Mikey is underwhelmed by the lack of pizza. Donatello informs that he doesn’t think they have pizza at these kinds of places and April agrees that the chef probably hasn’t heard of pizza. Incensed, Mikey darts off to give the chef a ‘pizza’ his mind. Don hopes Mikey gives the chef his three-hour pizza speech, rather than the long version.

Mikey barges into the kitchen, already calling for the chef to pay attention. He suddenly notices something isn’t right, but is bashed over the head before he can do anything about it. Time passes and then April tells the Turtles that they’re nearly ready for the new Mayor to sign in, so they’d probably better get Mike. The Turtles make their way to the kitchen and find it in total darkness. Leonardo locates and switches on the light switch, showing the kitchen is completely devoid of anyone. Then they hear a rumbling sound and recognize it as Mikey’s hungry tummy sound. They enter the cellar and find Mikey tied and gagged.

Releasing Mikey from his bindings, Leo asks what happened. Mikey says to look behind them. They turn to see a dozen Footbots, all dressed as waiters, surrounding them. The Footbots use thick menu books to whack the Turtles on the head and then begin delivering a beating to them. Don says they need an idea and Mikey comes up with one. All of the Turtles grab a champagne bottle and then pop the corks right at the Footbots. The corks hit the Footbots hard enough to make them malfunction and then the Turtles finish them off with their fists.

Leo then says they need to hurry back upstairs because where there’s Footbots, there’s also Shredder. The Turtles reach the ballroom, but don’t see April anywhere. Raph walks up to a man in a long, red cloak, who he believes is the Mayor-to-be, and tries to warn him. However, the man turns and to the Turtles’ horror, they see it’s actually Shredder. He gloats that his Footbots have captured the real Mayor-to-be and now that he’s taken his place, he’ll complete the signing ceremony. This will put him in control of New York City and his first action will be to outlaw Turtles, talking rats and pizzas.

Undaunted, Leo informs Shredder that there’s only one of him and four of them. Shredder counters that his math is wrong, because while they were downstairs, his Footbots were busy in the ballroom. The Turtles turn to see that the Footbots have replaced the real party guests. Shredder shouts for the Footbots to attack so the Turtles strip off their suits and ready their weapons. The Turtles leap into action, moving around the ballroom and dispatching Footbots. As fast as they take out the Footbots, more take their place. Mikey and Raph find themselves surrounded on the dance floor, so they join hands and begin ‘dancing’. As they swing around, they smash Footbots, who can’t keep up with them.

With the Footbots dealt with, the Turtles turn their attention to Shredder, who is about to sign the document that will make him Mayor of New York. They are too far away and Don shouts that they’ll never stop him in time. Raph quickly grabs one of his sai and throws it. It is a precision throw and the sai hits the document, tearing it from Shredder’s hands. The Turtles then charge at Shredder, but he vanishes in a sudden swirl of colored smoke. Finding the padlocked room where Shredder has hidden the guests, Leonardo kicks the door, splintering it. In no time, the real Mayor is signed in and the party commences, with the Turtles as special guests. The Mayor rewards the Turtles with free pizza for a month.
