April O'Neil is one of the Ninja Turtles' friends in Operation Blue Line. She is a news reporter, and discovers that Gridlock tries to prevent people from learning about the railway service.

Summary[]

April O’Neil opens the film with a report on traffic in the Greater Los Angeles area and the smog created by so many vehicles clogging the highways. She is reporting from the RTD (Rapid Transit District) Metro Blue Line station at Delano and Santa Fe in Long Beach.

Her report is interrupted by Gridlock, who says that the public will never know the blue line exists. April demands to know what he has against making life easier for people.

April quickly reaches out to the Teenage Mutant Ninja Turtles in their secret underground command post. She tells them that Gridlock has a device that will make all public information about the RTD Blue Line disappear. April asks them to meet her at the RTD central control facility.

When they reach the facility, April tells them how the Blue Line is just the beginning and soon they will have the Red Line and the Green Line. April is pleased when the Turtles have the idea to go out and spread the word about the Blue Line in person.

After they spend the day reaching out to people, the Turtles return to the central control facility. They find April pacing and she tells them she’s worried. No matter how many people they’ve talked to about the Blue Line, Gridlock’s gloomsday device is keeping thousands more from hearing about it. When Raph asks how the Blue Line will help with smog, April plays a report she taped earlier in the month.

The Turtles then come up with the idea to stage a rally and get Gridlock to come to them. April tells them they are geniuses and as they head out, she calls them her heroes. Soon the rally commences, and April joins the spokesperson for RTD. Gridlock arrives and the Turtles manage to defeat him and then the rally party continues.
