Two candidates vie for the position of New York City Mayor in a special election. They are Al Polk and Nick Jefferson. The debate between the pair is televised, with April O'Neil providing live coverage. In the lair, the television is tuned in to the debate and though the Turtles don't want to watch, Splinter insists that they do.
April reports that the two candidates are neck and neck in the polls. Representing Channel 6, Burne Thompson and Irma Langenstein moderate the debate. Burne asks the first question of Al Polk, which is on behalf of the New York Hamburger Association. They have concerns with the number of new pizzerias opening and how that eats into their business. In response, Polk acknowledges that hamburgers are delicious, but New York is the pizza capital of the world. Chrome Dome suddenly interrupts the debate to disagree. Frightened, Polk hits the ground and says that a third-party candidate is not a thing, but then asks if it is. Irma consults the book on election rules and can't find anything disallowing the robot from declaring candidacy. Chrome Dome pulls ahead in the polls and eventually wins, but an election rule disqualifies him. Al Polk is named the winner of the special election and becomes Mayor.
