Plot[]
Splinter is off on another retreat, and the Turtles are listening to a news report about world hunger. Donatello is inspired to come up with something to help world hunger, and creates the Food Revivifier, which turns old and rotten food fresh again. But Michelangelo accidentally sprays his brothers with its rays, and Donatello isn't sure what the effects are.
Before long, the effects of the Revivifier on living creatures becomes obvious: the other three Turtles begin shrinking into five-year-olds. Much to Michelangelo's horror, he's left in charge of three immature little mutants who are determined to stop Shredder. While going to stop Shredder, three of the turtles see April in a Channel 6 van as they got her attention. Seeing this and because of the events when Shredder teamed up Captain Krulik, April panics when she sees three out of the turtles as five years old and turns the van around to stop them from getting into any trouble.
Elsewhere, Rocksteady and Bebop arrive at a weather station to steal weather balloons and tanks of helium for Shredder. Rocksteady and Bebop are able to head back to the Technodrome when they're confronted by Raphael, Leonardo and Donatello, who are unable to effectively fight back. Fortunately, the Turtles are rescued by April; Michelangelo leaves them napping in her apartment and heads back to the lair in an effort to reverse the effect. Since April has a broadcast coming up, she leaves the Turtles with Irma. The small Turtles cause more chaos in and around April's apartment, much to Irma and Michelangelo's chagrin.
Krang reveals his bizarre plan to Shredder: he's distributing treasure maps of an artificial island that he's building himself, which is attached by a chain to the Technodrome. Once all the criminals in New York are on the island, he'll release it and let them float away on the helium-filled weather balloons, which will allow him to be the sole underworld boss.
April is called on to report on the strange convergence of underworld types, and ends up bringing the Turtles with her. Unfortunately her helicopter is shot down by Rocksteady and Bebop, and they're confronted by the two mutants as well as a troupe of Foot Soldiers. Michelangelo and April are taken captive easily, but the three younger Turtles run off and leap into the ocean, which reverses the effect of the Revivifier.
They return to the artificial island and free April and Michelangelo, driving Shredder into retreat. Krang releases the chain to set the island afloat in the sky, but the Turtles pop the balloons one by one, letting the island sink down into the ocean. That evening, they dismantle the Revivifier just as Splinter returns to the lair.

- When reporting where the island was located, the location is "Latitude 72, Longitude 13". In the Northern Hemisphere, this places the island either off the eastern coast of Greenland (Longitude 13 W) or off the northwest coast of Norway (Longitude 13 E); whereas in the Southern Hemisphere, it would only be around the coast of Antarctica!
