Synopsis[]

The Ninja Turtles visit the Burroughs Aquarium in New Jersey. They marvel over a manta ray, and after Michaelangelo calls it a fish, marine biologist Jack Finney "corrects" him, saying it's not a fish, but a giant devil ray or manta ray.

By the time the Turtles leave the aquarium, it was already dark outside, so the Turtles just follow the shoreline back to the city, using the moon to see. Mike complains that he's hungry and wants to get some pizza.

Meanwhile, Shredder, Bebop, and Rocksteady sit in a submarine in the harbor. Krang calls Shredder on video and yells at him for spilling an entire barrel of mutagen into a nearby sewer. Shredder protests that Bebop and Rocksteady did it, not him. Krang tells him to punish them and then begins to divulge his plan for ruining the locals' Fourth of July festivities....

Jack pets the manta ray and says good night to it, then closes up the aquarium and drives down to Bayview Beach to investigate a sewer pipe that he had suspected was draining the output of some illegal chemical dumping. He touches the liquid that is coming out of it, and begins to climb into the pipe to acquire some samples. The liquid suddenly rushes out of the pipe and discharges Jack into the water. He begins transforming.

The Turtles continued heading along the shoreline, coming across a stretch of beach in the general vicinity of where Jack had investigated the pipe. They took a break from walking and were horsing around a bit, when Leonardo tells his brothers that he suddenly gets the feeling that they are being watched. He turns out to be right, as Bebop has spotted them with the sub's periscope. Bebop and Rocksteady tell their boss what they saw, and Shredder sees it as an excellent chance to eliminate the Turtles before they destroy the Statue of Liberty.

Rocksteady fires a torpedo toward the Turtles on Shredder's command, and the Turtles spot it heading toward them too late to do anything about it. Suddenly, the torpedo changes course and heads directly back into the sub, crashing into the side and denting it. The Turtles are relieved to be safe, but wonder who or what could have saved them.

At Shredder's secret pier under the city, Shredder inspects the sub and finds that it's not too badly damaged to continue carrying out their plan. He instructs Bebop and Rocksteady to carry some explosives onto the sub. Meanwhile, some other explosives are attached to the bottom of the sub by someone else entirely....

The Turtles head through the sewers on their way back home. They spot something moving under the surface of the water, and spread out to avoid it. This ends up dropping them down a tunnel where they just happen to plop onto Shredder's secret pier. The Turtles decide to stow away on Shredder's submarine.

Jack Finney, now a mutant manta ray calling himself Ray Fillet, was the one who saved the Turtles from Shredder's torpedo and planted the explosives onto his sub. He dives into the bay to grab a harpoon gun so that he can detonate the explosives from a distance safely away from society, but he suddenly sees Michaelangelo peer through a porthole in the sub. On the sub, Bebop and Rocksteady also see their stowaways, and attack. Donatello rams Rocksteady into the side of the sub hard enough to puncture it, causing water to rush inside.

Shredder grabbed an air tank and high-tailed it out of the sinking sub, leaving the Turtles and his henchmen behind. The Turtles threw life preservers over the goons' heads and down their sides, restricting their arms but allowing them to float to the surface. They then swam away.

Ray Fillet encountered Shredder and the latter realized the former was the one who saved the Turtles. The two struggled, and Ray's harpoon misfires when Shredder slugs him in the shoulder. Ray disconnects Shredder's oxygen, and the ninja passes out. Not wanting to be responsible for taking a life even as dreadful as the Shredder's, Ray drags him onto the beach of Liberty Island. Shredder comes to and kicks sand in Ray's face and runs away.

The Turtles and Ray meet up, and Ray tells them what Shredder had planned in between labored breaths, also explaining that he is not yet used to his new body and it's hard for him to breathe outside of the water. The Turtles allow him to be excused back to the ocean, and bid him a fond farewell, thanking him for his help. They then sit and watch the fireworks on Liberty Island.
