Plot[]
Someone is handed a briefcase by their shrouded superior and sets the timer on their watch for a half hour. They proceed to hastily bicycle through New York on before making it to a customer's doorstep right as the half hour runs out. It turns out the bicyclist is a pizza delivery man for Tony Lou's Pizza and it becomes apparent as he departs from the customer's residence that he is being watched by a robotic figure buried beneath rubble.
Because of April O'Neil's commitment to her new job, the Turtles are petsitting Mayhem, but struggle to locate him within the Lair. Leonardo, craving pizza, suggests that he and his brothers purchase one to share with April in celebration of her new job. They then argue about which pizzeria has the quickest delivery, Michelangelo agreeing with Raphael that it is Tony Lou's Pizza and Leo agreeing with Donatello that it is Mike-Toney's Pizza, and decide to hold a bet. Mikey and Leo order from their respective pizzerias and all four of them exit the lair to meddle with the delivery.
Donnie hacks into the traffic lights and turns all the lights green for the Mike-Toney's deliverer while Raph and Mikey plan to "nab the delivery person and shoot 'em across the rooftops—super-fast." However, Tony Lou's delivery man is approached by Albearto on the street, but is suddenly lifted into the air. Leo and Donnie follow Mike-Toney's deliverer and become alarmed when two civilians are crossing the street directly in the path of the deliverer. Leo uses his Mystic Ōdachi to create a portal, preventing a collision by teleporting the deliverer elsewhere. With Tony Lou's delivery man in their grasp, bicycle included, Raph and Mikey are confronted by Albearto on a rooftop. Angered by the Turtles giving business to a pizzeria other than Albearto's, Albearto grabs a wood billboard and tosses it at them. All three manage to dodge it, however, the billboard threatens to fall onto the very street Mike-Toney's deliverer is speeding down. Mayhem teleports the deliverer away from the billboard and onto the rooftop where Raph and Mikey are fighting Albearto. The deliverer leaps off their moped in mid-air and it lands on Albearto, exploding. Despite being enveloped in flame, Albearto continues to try to attack the Turtles and the delivery people, but Mike-Toney's deliverer tosses their pizza at Albearto, causing him to fall from the rooftop. When Mayhem teleports Mikey to the street to collect Albearto, he has already been taken by an unseen captor and driven away in a van.
Tony Lou's pizza delivery man cycles away in fear and Mike-Toney's deliverer is revealed to be April herself. She then receives a phone call from one of the Turtles as they seek to try to redo their pizza delivery bet.

- This is the first Rise of the TMNT comic issue with its own title.
- "30 Minutes or Less" is a reference to the delivery guarantee long famously promoted by Domino's Pizza.
- On page seven, Leo says to deliver the pizza "to the corner of East Lairdman street and Easter Egg Avenue", in a nod to a similar line of dialogue in the 1990 film, and self-referentially as an easter egg.
- The Tony Lou pizza delivery guy bears a strong resemblance to Keno from Teenage Mutant Ninja Turtles II: The Secret of the Ooze.
Errors[]
- On multiple pages of this issue, the sides the Turtles' carapaces are inaccurately colored the same color as the back of their carapaces instead of a darker shade of their plastrons.
- In a panel on page seven, Mayhem is missing his red forehead markings.
- In a panel on page nine, Leo is missing his red facial stripes.
- In a panel on page 10, the faces on Mikey's kneepads are lined with black instead of red.
- In a panel on page 15, Mikey's markings are lined with black instead of orange.
- In a panel on page 18, Mikey is missing his carapace.
- In a panel on page 22, Mikey's plastron is missing its triangle sticker.
