Ch'rell for me.
Megalomaniac, sadistic, mad but quite able to be a clever tactician and manipulative: IMHO he is the scariest among the many Shredder's versions.

Definately Ch'rell. He was the most sadistic, cruel and evil of all the Shredders. And technically the Cyber Shredder is his clone.
